Flood damages in Capital Complex estimated at over Rs 125 cr
ITANAGAR, Aug 27: The public and private properties lost or damaged by flood and landslides triggered by heavy rainfall in three circles of Itanagar, Naharlagun and Banderdewa has been estimated at Rs. 125,40,17,246.
As per the damage assessment reports prepared by various departments and administrative officers, the highest damages have occurred in Itanagar circle with an estimated property loss of Rs. 101,63,42,000 followed by Naharlagun at Rs. 23,51,75,246 and Banderdewa at Rs. 25,00,000.
Most of the damages were caused to roads, residential houses, water supply pipes, standing agricultural crops, informed Itanagar Capital Complex Deputy Commissioner.

SEPPA, Aug 27: Taking serious note on encroachment and trespassing in the campus of Jawahar Navodaya Vidyalaya (JNV) at New Seppa, DC Sandeep Kumar Singh in an order directed the encroachers to dismantle any structure if constructed within 15 days.
The order also prohibited using of JNV campus as corridor by nearby residents, selling tobacco, cigarette, gutka, wine etc near the JNV and unauthorized parking of vehicles near/inside JNV campus.

Modi in principle agrees to declare whole of Arunachal as border state: BJP
ITANAGAR, Aug 27: Prime Minister Narendra Modi in principle has accepted the state BJP legislators’ demand for declaring entire Arunachal Pradesh as border state, claimed Opposition Leader Tamyo Taga.

ITANAGAR, Aug 27: The poor health delivery system of Arunachal Pradesh would be passé soon with massive reforms in the offing with health & family welfare department toeing the ‘zero tolerance’ and ‘top most priority’ status accorded by State Cabinet headed by Chief Minister Nabam Tuki.

Health research: Relevance in Arunachal Pradesh

Health is an essential element for sustainable development. It is the aspiration of every man to be healthy throughout his life but not everyone has equal access to health services. It comes with a price tag and people expect the government to fend for them. How do we balance expectation and cost containment while still achieving the best health possible. Of foremost importance is to let the people understand the level of coverage that the government can achieve.
Few countries like China, Thailand, Mexico, Rwanda, Oman and Turkey have achieved universal health coverage (UHC) which means that all people get the health services they need without suffering financial hardship when paying for it. We can also work towards it by taking cue from them. But there are many gaps in understanding the links between health and health coverage in our state. Research is the means to filling this gap as there is no ‘one size fit for all’ model. The results of some research studies are widely applicable, but many questions require local answers. We must take into account our historical and cultural development, health system capacities and its abilities in order to evolve our own design to achieve Universal Health Coverage. Sadly, there is insufficient appreciation at various levels of the value of health research in accelerating health improvement and development. In maintaining financial austerity, research for health is considered luxury. But the fact is that ‘research is fundamental to the discovery, development and delivery of interventions that people need to maintain good health’ as noted in the ‘World Health Organization (WHO) report 2013: Research for Universal Health Coverage’.
Research for health covers broad areas of investigations than health research. Research
for health reflects that health depends on actions taken outside the health sector
– like Education, Agriculture, Social Welfare, Employment, Fiscal Policy, Housing,
and Public Health Engineering and so on. On the other hand, health research focuses
on biomedical, clinical & behavioral, population health and health system research.
Each of them as a distinct discipline underlies the fact that health research has

So how do we go about it? In ‘WHO strategies on research for health’ , a good research
needs an enabling environment, which includes mechanism for agreeing on research
priorities, for developing research capacities (staffs, funding, institutions), for
setting standards in research practice and for translating the results of research
into policy. It requires strong political commitment with long-
To drive the point home, I would like to cite examples. If we look into each tribe’s culture and traditions, we find many uses of plants as medicines. We use many herbs in our traditional foods but not many studies have been done. Scientific studies could be carried out and promote the beneficial ones for good health. Our data on disease burden is anecdotal; we have not been able to build our health information system. We rely on sources like National Family Health Survey (NHFS) and District Level Household &Family Survey (DLHS) which are conducted by agencies located outside the state. We can build our own database by carrying out studies. Epidemiological studies on Cancer, Diabetes, Hypertension, Hepatitis, renal failure etc. must be carried out to find out local predisposing factors. Similarly, there are many government schemes which have been initiated for the benefits of the people. These have to be studied by continuous evaluation. Example the ambitious Arunachal Pradesh Chief Minister’s Universal Health Insurance Scheme (APCMUHIS) is a step towards Universal Health Coverage. Many countries like Japan, Australia and Switzerland have achieved better healthcare through provision of health insurance to its citizen. APCMUHIS is a tailor made scheme unique in true sense. It is the first government sponsored insurance scheme with coverage upto 2 lakhs per annum and covering all citizens of the state. It is a visionary initiative but it has to be improved at various stages through operational and implementation research which is a subset of health system research.
There is no dearth of expert in our state. We have professionals in public health,
physiology, biochemistry, microbiology, pathology, pharmacology etc. whose expertise
are underutilized. What is required is that we ignite research culture. Department
of Health Research (DHR), Ministry of Health &Family Welfare, Government of India
is a new department. Many schemes have been rolled out to promote health research
activities in the country. State government must take notice of the development in
the centre and initiate steps to create a platform for health research. At this juncture,

ITANAGAR, Aug 27: Health Department has said that there is no Ebola cases reported in the country so far.
“No case of Ebola has been reported as on date in the country and the state as well,” informed State Epidemiologist Dr. L Jampa during an emergency meeting convened by Health Minister Kalikho Pul in his official bungalow here recently to discuss on global Ebola virus outbreak and review Japanese Encephalitis, Malaria and other vector borne disease cases in the state.
He, however, informed that Ebola virus disease (EVD) is being reported from African nations, including Guinea, Liberia, Nigeria and Sieria Leone since February this year.
The Health Ministry has taken several steps, including strengthening of surveillance at airports and seaports and putting the Integrated Disease Surveillance Programme (IDSP) network on alert to track such cases, Dr. Jampa said.

Rijiju to visit flood affected areas
YUPIA, Aug 27: Union Minister of State for Home Affairs Kiren Rijiju along with the team of officers from Union Home Ministry is arriving in the state to conduct aerial survey of the flood affected areas on August 28 and 29.
He will be visiting Papum Pare district to take stock of flood damages during his tour, according to official sources.
Meanwhile, Papum Pare Deputy Commissioner Tai Kaye in a meeting held in his conference hall with all the administrative officers and head of departments today urged upon the officers to furnish detail reports on flood affected areas. Most of the departments submitted their assessment report and after scrutiny consolidated report will be sent to the Govt. for consideration.

Rijiju apprised of flood situation in state
NEW DELHI, Aug 27: A delegation of Arunachal Pradesh including Home Minister Tanga Byaling, PHE Minister Takam Tagar (Pario), Parliamentary Secretary Likha Saaya and two other senior leaders called on Union Minister of State for Home Affairs Kiren Rijiju at New Delhi today and apprised him of the devastation caused due to heavy rains and floods. The people have started returning to their homes from the relief camps. They have also started the process of repairing and rebuilding their houses that were either submerged or damaged by flood.
The district administration is taking all steps for quick rehabilitation of those flood affected families of Kherbari and Lower Silatoo villages, whose dwelling houses were completely washed by Nao Dihing River.

Drugs abuse and alcoholism among youths causes concern

ZIRO, Aug 27: Apatani Youth Association (AYA) today convened a meeting with all the NGOs of Apatani community to discuss the issue of increasing use of drugs and alcoholism among youngsters.
Participating in the meeting, Lower Subansiri Deputy Commissioner Krishna Mohan Uppu has expressed serious concern over increasing use of drugs and alcoholism among the youngsters which needs to be addressed urgently.
“Most of the successful persons of the community were the products of Govt. Hr. Sec. School, Ziro. They were not influenced by drugs and alcohol during their student life. But the scenario has drastically changed in the last 20 years. The values of the society have been degrading day by day with increased use of drug and consumption of liquor by the youngsters. It is also the responsibility of the teachers in school to guide the children towards right direction.”
He also felt that setting up of drug rehabilitation cum counseling centre will help contain the situation for which he asked the NGOs to initiate in this regard. He also suggested bazaar committees to restrict the selling of substances which are used as drugs.
Later, talking to this reporter, AYA president Takung Chatung said that outcome of the meeting was very fruitful with some important resolutions that include NGOs and civil society to extend full support and cooperation with the district administration in nabbing drug peddlers of the area, to conduct awareness camp especially for youngsters on drugs and alcoholism etc. Stringent action will be initiated against the violator(s) of any of the resolutions with appropriate court of law as well as customary laws, he warned.
He appealed to drug peddlers and users not to destroy the society.

Sudden deafness should be considered as medical emergency

Sudden deafness is a rapid loss of hearing that has developed over a period of hours or few days. Sudden deafness is also called sudden sensorineural hearing loss (SNHL) or nerve deafness. The hearing loss may be partial or complete. Mostly it affects one side of the ear. It may be associated with ringing sound in the ear (Tinnitus) with or without temporary spells of giddiness.
Most of the time sudden deafness is noticed when a person wake up early in the morning or while trying to use phone in affected ear. Most often the cause of sudden deafness is obscure, in which case it is called idiopathic sudden spontaneous sensorineural hearing loss (ISSNHL). The common causes of sudden deafness are viral infections, head injury, blood circulation problems in ear, medicine that damage the hair cells of ear (Ototoxic drugs), noise trauma, autoimmune diseases, diabetes, cancers and psychogenic etc.
The medicines that causes sudden deafness are antibiotics like streptomycin (also use in TB), gentamycine, amikacine etc, antimalarial drugs like quinine and chloroquine, pain killers like Ibuprofen, anticancer medicines like cisplatine, carboplatine, the diuretic like Furosemide the medicine use in kidney and heart diseases , antithyroid drugs like Propyl thiouracil, antihypertensive drugs like propranolol and some chemicals like marijuana, tobacco, alcohol and carbon monoxide poisoning.
Sudden hearing loss due to noise trauma is common amongst iron and coppersmiths, artillery men and person working in high noise areas like train station, air ports, factories etc.
Sudden hearing loss should be considered as medical emergency because delayed in diagnosis and treatment may decrease the effectiveness of treatment. Therefore, anyone who experiences the sudden deafness should visit immediately to a nearest doctor as early as possible. The first week is the critical period to save the ear from permanent deafness.
The management of sudden deafness consists of investigation and treatment. The basic
test like Audiogram is mandatory to asses the degree of hearing loss. If the hearing
loss is below 40 decibels no medical treatment is required due to high chance of
spontaneous recovery. If the hearing loss is worse or more than 40 decibel, Steroid
injection like methylprednisonlone 1gm intravenouly for three consecutive days followed
by Oral Prednisolone 1mg per kg body weight per day for 3 weeks is recommended.
The above treatment is initiated only when the patient reported within first week.
If the patient reported after one week chance of recovery is very poor with the treatment
and only oral steroid is advised. If the person comes within 1-
Fortunately half of the patient in the sudden deafness recovers within 15 days. Chance of recovery is poor after 1 month of onset. Severe hearing loss associated with ringing sound and giddiness have poor chance of recovery. Younger person with mild to moderate hearing loss has better chance of recovery.
In Arunachal Pradesh sudden deafness due to drug induced (ototoxic ) are being reported in various parts of the state. The injections used to treat Tuberculosis (TB), quinine drip used in malaria treatment and chemotheraphy in cancer are common causes of drug induced sudden deafness reported in Arunachal Pradesh. Many cases are not reported or late reported due to lack of awareness. Therefore TB, Malarial and Cancer chemotheraphy should be done under constant supervision by the experts and ENT consultation and audiometry in time to time is essential to monitor the hearing status of the patient during the course of treatment. If in case the Otoxicity sets in during the course of treatment, the offended drugs should be withdrawn from the treatment course and required modification should be done accordingly.
The successful outcomes of the treatment of sudden deafness mainly depends on early identification of the deafness and prompt initiation of treatment. Therefore, to save the ear from permanent deafness the sudden sensorineural deafness should be considered as medical emergency by the affected person, attending doctors as well as by the general public. Stop chalta hain attitude
Dear Editor,
Due to blockage of drain, dumping of house waste, construction materials along the road side leads to choking of drain, by which rain water overflow into the surface and scour the pavement. Before complaining about the bad conditions of road, one need to introspect as we all are contributing some forms of obstruction in maintaining the road. Hill side drain along the hill road is indispensable. Major cause of damage is due to choking of drain and cross drainage structure like hume pipe, slab culverts which leads to water flowing over the carpeted surface, eroding the layers of pavement. NH, State highway, major district roads, sectoral roads are facing the same problems.
Landslide due to rain cannot be prevented but timely clearance will prevent further damage.
State government is almost zero revenue generating and most of the roads projects are funded by Central govt. Fund provided by Centre is one time for full implementation of project and assets created from the same is to be maintained by State government itself.
Central Govt may be requested to keep provision for maintenance of asset created by their assistance as suggested by Chief Minister of Arunachal Pradesh at recently concluded meeting chaired by DoNER Minister in Guwahati.
As suggested by Chief Minister published on Aug 24, an alternative to sinking zone at Karsingsa is very much needed as State Capital is facing same problem annually during the monsoon and huge fund is being spent on the same stretch.
How can a state like Arunachal Pradesh take up new projects if one is spending huge

Restore the lost glory
Dear Editor,
Through your esteemed daily, first of all I would like to highlight about the Jawahar Navodya Vidyalaya Seppa which was established in 1987. I believe that JNV Seppa is common property of entire East Kameng particularly and Arunachal as a whole. It is an institution which had given equal opportunity without discrimination to all sections of the society. Maximum numbers of officers of East Kameng are the product of JNV Seppa.
But since 2003, the condition has changed and deteriorated.
As an alumnus of that institution, I had contacted principal JNV Seppa, DDSE Seppa and All East Kameng Student Union to take preventive methods in order to revive the past glory of JNV Seppa.
The decision to impose blanket bans on use mobile phones and trespassing by public are welcome change.
The joint effort of all will help revive the past glory of JNV Seppa.

Fraudsters prowling in Arunachal
In recent days numerous fraud cases is being reported from various parts of state. Many citizens are becoming victim of such fraud case and are losing their hard earned money. In a latest incident, recently a person having account in Doimukh branch of SBI, was duped of Rs.36, 000 after a fake caller tricked him into divulging the details of his debit card. Off late the reports of duping by fraud infrastructure companies have been making headlines in local dailies.
Thousands of investors of Genex Infra Project Limited recently lost their money when company went bankrupt and could not pay back the money. Arunachal police has managed to arrest Chief Managing Director (CMD) of Genex Infra Project Limited Tapan Dutta. He is currently lodged in a jail at Aalo town but investors have not been able to recover their money. Law enforcing agencies should keep a tap on these fraudsters who prowl in Arunachal and dupe the innocent citizens. The people also have to be vigil and stop becoming victim to fraudsters.
