Flood damages in Capital Complex estimated at over Rs 125 cr

ITANAGAR, Aug 27: The public and private properties lost or damaged by flood and landslides triggered by heavy rainfall in three circles of Itanagar, Naharlagun and Banderdewa has been estimated at Rs. 125,40,17,246.

As per the damage assessment reports prepared by various departments and administrative officers, the highest damages have occurred in Itanagar circle with an estimated property loss of Rs. 101,63,42,000 followed by Naharlagun at Rs. 23,51,75,246 and Banderdewa at Rs. 25,00,000.

Most of the damages were caused to roads, residential houses, water supply pipes, standing agricultural crops, informed Itanagar Capital Complex Deputy Commissioner.

APB&OCWWB extends financial help to accident victims

ITANAGAR, Aug 27: To extend a helping hand to Moter Basar (Zirdo), a serious accident victim, Arunachal Pradesh Building & Other Construction Workers’ Welfare Board chairman Nyamar Karbak along with All Arunchal Pradesh Workers’ Union (AAPWU) Women Wing president Tai Yapu, vice president Tojum Nalo, general secretary Tania Mema and AGS Yapi Hankar visited RK Mission Hospital here today to inquire about her wellbeing.

Besides extending some financial help, Karbak wished her speedy recovery and informed that Chief Minister Nabam Tuki has assured to meet her medical expenses.

Basar, AAPWU women wing president West Siang district, while travelling from Likabali to Aalo on a Maruti 800 along with her husband Lichak Zirdo ansd 15-year-old son had met with an accident on August 18 last.

The car had skidded off the road near Pushi Doke village and fell in to a around 200 to 250 feet deep ditch. The ITBP personnel on being alerted had rescued three of them in serious condition before they were shifted to RKM hospital, she informed. AAPWU office bearers also assured all help to her.

 

Posting of senior teachers at Yomcha GHSS sought

ITANAGAR, Aug 27: The National Students Union of India (NSUI) state unit today appealed to the  education minister for posting of senior teachers for government higher secondary school Yomcha, West Siang district. It claimed that the Govt HS School has been running without subject teachers for Economics and Hindi subjects since last couple of years.

In its letter to education minister, NSUI state unit secretary (Admn) Binkar Yinyo said after transfer of Hindi and Economics subject teachers, no reliever has come so far in the school.

 

Youths, villagers extend helping hand to school

ITANAGAR, Aug 27: The youth and villagers of Nyopang under Silsango circle of Papum pare district extended their helping hand in constructing new one MIBT room for the Govt Residential School, Nyopang.

SMC chairperson cum Anchal Samity Member, Pai Panchayat has donated 30 pieces of CGI sheet to the school. Five pieces of plastic chair each were also donated by GP chairperson, Pai Panchayat and GPM of Nyopang -1 for staff common room during their visit to school, said a release.

 

East Kameng DTPC takes up project proposals

SEPPA, Aug 27: East Kameng District Tourism Promotion Council (DTPC) in its meeting held here today unanimously selected some project proposals including construction of cafeteria at Bana, Tourist lodge at Pacha and Meorang for 2014-15 . The  meeting presided over by the Deputy Commissioner cum DTPC chairman Sandeep Kumar Singh was  attended by ADC, DPO, DFO, DTO (TOU) and DD, UD&H Seppa.

Earlier, DC cum Chairman (DTPC) Singh emphasized the need for construction of tourist lodge and cafeteria in various locations to ensure availability of tourist infrastructures in the district headquarters.

DC warns encroachers of JNV campus

SEPPA, Aug 27: Taking serious note on encroachment and trespassing in the campus of Jawahar Navodaya Vidyalaya (JNV) at New Seppa, DC Sandeep Kumar Singh in an order directed the encroachers to dismantle any structure if constructed within 15 days.

The order also prohibited using of JNV campus as corridor by nearby residents, selling tobacco, cigarette, gutka, wine etc near the JNV and unauthorized parking of vehicles near/inside JNV campus.

The eviction drive will be carried out if the encroachers defy the order, report added. DIPRO

 

Dental camp conducted

ITANAGAR, Aug 27:  A dental camp being organized by Karuna Trust was held at Primary Health Centre Sangram in Kurung Kumey recently. The health had benefitted people of Sangram and adjacent villages of Leel, Pagba and Zero Point Centre. It is said more than 50 patients were benefitted during the camp. The team of doctors included Dr Hage Sambyo (Dentis), Dr Ree Gara and supporting staffs.

Modi in principle agrees to declare whole of Arunachal as border state: BJP

ITANAGAR, Aug 27: Prime Minister Narendra Modi in principle has accepted the state BJP legislators’ demand for declaring entire Arunachal Pradesh as border state, claimed Opposition Leader Tamyo Taga.

Modi has accepted this in principle when the BJP legislators of Arunachal Pradesh accompanied by Union Minister of State for Home Kiren Rijiju today called on him in New Delhi and submitted a memorandum urging him to declare whole of Arunachal Pradesh as border State.

“As Arunachal Pradesh is a strategically important border state surrounded by Bhutan, China and Myanmar, the Centre may consider declaring this eastern most state as border state,” the memorandum urged.

Arunachal Pradesh shares a total of 1,126 km of its international border with China, 217 km with Myanmar and 440 km unfenced border with Myanmar.

It also urged the Prime Minister for granting special financial assistance for Education, Health, Horticulture and Tourism sectors and to improve surface connectivity along Sino-Indian border.

No development, bad road connectivity and lack of other basic amenities are forcing people to migrate from Sino-Indian border to urban areas. These border areas need urgent road connectivity along MacMohan Line from Mago in Tawang district to Vijoynagar in Changlang district, the memorandum said.

The Prime Minister has also accepted the invitation of the BJP MLAs to visit Arunachal Pradesh, Taga said. He informed that Modi is likely to visit the state either in September or October next.

The BJP legislators’ team led by Taga includes, Tapu Diru, Tamar Murten, Tage Taki, Tumke Bagra, Tesam Pongte, Lisam Simai, and State BJP Vice President Tayek Goi.

 

 

GENEX boss re-arrested; remanded in police custody

PASIGHAT, Aug 27: The Chief Managing Director (CMD) of Genex Infra Project Limited, Tapan Dutta, who was arrested by Aalo police during May this year, has been again arrested by Pasighat Police in charge of duping hundreds of customers, investors.

Police sources said that CMD Dutta, prime accused in the multi-crore scam, has been brought to Pasighat today morning and produced before the Pasighat First Class Judicial Magistrate this afternoon. The court has sent him to three days police custody for investigation of the cases related to financial irregularity.

As soon as the news of arrest of the CMD has spread, hundreds of agents and investors/depositors of the company thronged the court premises to have a look at their imposter CMD. But, police had produced him in court in the form of document, not in physical.

The investors concerned, who are in tizzy state on recovery of their invested money, urged the investigating authority to book company’s other top officials, including Managing Director, Gaurav Aurora and Director Ratan Dev to unzip the actual facts behind the fraud. They also demanded the state government to get the case investigated by an independent agency like CBI or Special Investigation Team (SIT) for speedy solution of the case.

The Genex, a Kolkata based company headed by accused Tapan Dutta as CMD, established its regional office at Pasighat town two years ago and introduced ambulance service in the area. It also purchased a plot of land near Pasighat for setting up of a multi-specialty hospital with a ploy to build trust with the local people.

The sufferers have alleged that the company managed to dupe people enticing them with promises of returns as high as 400% for a ten years’ fixed deposit. The 431 financial advisors/executives, who had been working for the company, were unaware of the facts, who are now facing the wrath of the investors/depositors. Some of them are even threatened of dire consequences by some investors demanding to repay their deposited amounts.

The conscious section of the society said the government should put its attention towards the problem as thousands of investors and agents, mostly young unemployed and housewives have fallen victim to the racket.

 

 

Health department initiating major reforms

ITANAGAR, Aug 27: The poor health delivery system of Arunachal Pradesh would be passé soon with massive reforms in the offing with health & family welfare department toeing the ‘zero tolerance’ and ‘top most priority’ status accorded by State Cabinet headed by Chief Minister Nabam Tuki.

After taking over as Health Minister, Kalkho Pul meticulously found out the crux of problems responsible for the poor status of the department before initiating the process to bring the desired reforms in consultation with the department officers headed by secretary Indra Mallo, director Dr Kartik Nishing and NRHM MD P N Thungon.

The reasons behind the pathetic health scenario drawing oft-repeated criticism of the masses came to surface after the assessment of requirements of minimum staff including specialists, doctors, nurses, inadequate POL money for ambulances which even had led to death of serious but poor patients and other lacuna. The painstaking efforts zeroed down to the conclusion – the ‘must dos’ to serve the people, Pul told on being asked by media persons today.

He said that the State Cabinet has recently approved creation of 2492 posts – 96 specialists, 157 doctors, 309 staff nurses, 24 ANMs, 42 pharmacists, 66 lab technicians, 597 rural health workers (RHWs) etc. –, considering the genuine necessity to meet basic requirements to deliver the much needed service to the masses, he said, adding the recruitment would be phase-wise considering the resource constraint of the state.

The health department’s functioning is like a chain and if one link is gone the whole system would collapse, he said to drive home the message that every staff despite being capable of giving independent service but was inter-dependant and inter-related unlike other departments. Health of the people being the responsibility of the state government, it was the CM and his other cabinet colleagues’ wisdom that facilitated approval to this much needed reform, said a thankful Pul.

Moreover, Rs 1,200 monthly incentive of the ASHAs as per GoI norm was too inadequate for them to render full time service. Therefore, it has been decided to give an additional Rs 2,000 pm to each ASHA to encourage them to work with sincerity, Pul said.

However, their dedicated services along with ANMs and RHWs would help improve state’s dismal infant mortality rate (IMR), maternal mortality rate (MMR) and total fertility rate (TFR) beside contain the high decadal growth, he said with conviction.

The medical superintendents fail to manage the hospitals and control the staff for want of power and authority for which it has been decided to make them drawing and disbursement officers (DDO) for effective functioning and management of the hospitals.

When asked why the department fails to provide ambulance services in the districts and in most cases the patients are asked to buy fuel, Pul admitted that the POL fund presently was @ Rs 60,000 and Rs 90,000 for each diesel and petrol vehicle respectively per annum which was too meager. The fund allocation would be substantially increased. Moreover, ‘102’ and ‘108’ ambulance services would also be introduced, he added.

The allocation for per meal diet of each indoor patient would be increased and the POL and patients’ diet fund would be allocated under separate heads to ensure proper accounting to prevent misuse, he said, and added that any misuse would be viewed seriously.

The medical staff strength has been streamlined hospital-wise and district-wise against whom salary and wages alone would be drawn for implementing transfers and postings effectively, he said and cautioned all to adhere to orders.

Moreover, the stipends for doctors on higher studies, ANMs, staff nurses and health staff undergoing training which used to be irregular causing suffering would be made regular, Pul assured.

 

 

Health research: Relevance in Arunachal Pradesh

Health is an essential element for sustainable development. It is the aspiration of every man to be healthy throughout his life but not everyone has equal access to health services.  It comes with a price tag and people expect the government to fend for them. How do we balance expectation and cost containment while still achieving the best health possible. Of foremost importance is to let the people understand the level of coverage that the government can achieve.

Few countries like China, Thailand, Mexico, Rwanda, Oman and Turkey have achieved universal health coverage (UHC) which means that all people get the health services they need without suffering financial hardship when paying for it. We can also work towards it by taking cue from them. But there are many gaps in understanding the links between health and health coverage in our state. Research is the means to filling this gap as there is no ‘one size fit for all’ model. The results of some research studies are widely applicable, but many questions require local answers. We must take into account our historical and cultural development, health system capacities and its abilities in order to evolve our own design to achieve Universal Health Coverage. Sadly, there is insufficient appreciation at various levels of the value of health research in accelerating health improvement and development. In maintaining financial austerity, research for health is considered luxury. But the fact is that ‘research is fundamental to the discovery, development and delivery of interventions that people need to maintain good health’ as noted in the ‘World Health Organization (WHO) report 2013: Research for Universal Health Coverage’.

Research for health covers broad areas of investigations than health research. Research for health reflects that health depends on actions taken outside the health sector – like Education, Agriculture, Social Welfare, Employment, Fiscal Policy, Housing, and Public Health Engineering and so on. On the other hand, health research focuses on biomedical, clinical & behavioral, population health and health system research. Each of them as a distinct discipline underlies the fact that health research has to be a multi-disciplinary approach.

So how do we go about it? In ‘WHO strategies on research for health’ , a good research needs an enabling environment, which includes mechanism for agreeing on research priorities, for developing research capacities (staffs, funding, institutions), for setting standards in research practice and for translating the results of research into policy. It requires strong political commitment with long-term vision.

 To drive the point home, I would like to cite examples. If we look into each tribe’s culture and traditions, we find many uses of plants as medicines. We use many herbs in our traditional foods but not many studies have been done. Scientific studies could be carried out and promote the beneficial ones for good health. Our data on disease burden is anecdotal; we have not been able to build our health information system. We rely on sources like National Family Health Survey (NHFS) and District Level Household &Family Survey (DLHS) which are conducted by agencies located outside the state. We can build our own database by carrying out studies.  Epidemiological studies on Cancer, Diabetes, Hypertension, Hepatitis, renal failure etc. must be carried out to find out local predisposing factors. Similarly, there are many government schemes which have been initiated for the benefits of the people. These have to be studied by continuous evaluation. Example the ambitious Arunachal Pradesh Chief Minister’s Universal Health Insurance Scheme (APCMUHIS) is a step towards Universal Health Coverage. Many countries like Japan, Australia and Switzerland have achieved better healthcare through provision of health insurance to its citizen. APCMUHIS is a tailor made scheme unique in true sense. It is the first government sponsored insurance scheme with coverage upto 2 lakhs per annum and covering all citizens of the state. It is a visionary initiative but it has to be improved at various stages through operational and implementation research which is a subset of health system research.

There is no dearth of expert in our state. We have professionals in public health, physiology, biochemistry, microbiology, pathology, pharmacology etc. whose expertise are underutilized.  What is required is that we ignite research culture. Department of Health Research (DHR), Ministry of Health &Family Welfare, Government of India is a new department. Many schemes have been rolled out to promote health research activities in the country. State government must take notice of the development in the centre and initiate steps to create a platform for health research. At this juncture, the state government must provide land for establishment of Multi-disciplinary Research Unit (MRU) near Arunachal State Hospital. It will be the beginning. ‘No Ebola case in India’

ITANAGAR, Aug 27: Health Department has said that there is no Ebola cases reported in the country so far.

“No case of Ebola has been reported as on date in the country and the state as well,” informed State Epidemiologist Dr. L Jampa during an emergency meeting convened by Health Minister Kalikho Pul in his official bungalow here recently to discuss on global Ebola virus outbreak and review Japanese Encephalitis, Malaria and other vector borne disease cases in the state.

He, however, informed that Ebola virus disease (EVD) is being reported from African nations, including Guinea, Liberia, Nigeria and Sieria Leone since February this year.

The Health Ministry has taken several steps, including strengthening of surveillance at airports and seaports and putting the Integrated Disease Surveillance Programme (IDSP) network on alert to track such cases, Dr. Jampa said.

In State, IDSP have been alerted and provided with interim guidelines on tracing and management of contacts for EVD which have been shared to all the IDSP units of all the districts, he said. All the hospitals in the State and district headquarters have been instructed to activate the same contingency plan for Bird Flu/Swine Flu with regards to ensuring availability for personal protective equipments (PPE) to protect doctors, nurses and paramedical staffs working in close proximity to such patients.

While briefing on Ebola preventive measures, Dr. Jampa urged public not to panic over the disease but to remain alert and aware of it.

WHO has recently declared EVD outbreak a “Public Health Emergency of International Concern” after the disease took an ugly turn in few African nations claiming thousands of lives, he informed.

Director of Health Services, Dr. K Nishing has made Dr.  Jampa and DDHS Dr. Binduk Padu as state nodal officers for Ebola virus disease control in Arunachal Pradesh.

Dr. KT Mulung, Deputy .DHS cum SPO (NVBDCP) was also present in the meeting.

 

Disqualification of NCP MLAs in Nagaland should be an eye opener for political parties

ITANAGAR, Aug 27: In what could be termed as an eye opener for the legislators of few political parties in the country in general and Arunachal Pradesh in particular, who often change their party colour after being elected as MLA, the Speaker of Nagaland Assembly Chotisuh Sazo recently disqualified three NCP MLAs, who merged with BJP. This is the first instance of this kind under the 10th Schedule of the Constitution popularly known Anti-defection Law.

The Speaker also declared the three assembly seats occupied by the MLAs vacant consequent upon their disqualification, informed an NCP Arunachal state unit party release.

The release further disclosed that NCP national president Sharad Pawar had written to the Speaker after they merged with the saffron party urging him not to accept the merger, but to disqualify them on the grounds that no resolution had been passed by NCP to merge with the BJP in Nagaland. They have also been suspended from the NCP, the release added.

The Arunachal Pradesh unit of NCP has appreciated the action of the Nagaland Assembly Speaker.

 

 

Rijiju to visit flood affected areas

YUPIA, Aug 27: Union Minister of State for Home Affairs Kiren Rijiju along with the team of officers from Union Home Ministry is arriving in the state to conduct aerial survey of the flood affected areas on August 28 and 29.

He will be visiting Papum Pare district to take stock of flood damages during his tour, according to official sources.

Meanwhile, Papum Pare Deputy Commissioner Tai Kaye in a meeting held in his conference hall with all the administrative officers and head of departments today urged upon the officers to furnish detail reports on flood affected areas. Most of the departments submitted their assessment report and after scrutiny consolidated report will be sent to the Govt. for consideration.

Kaye also instructed all concerned to keep themselves ready to help the visiting central team to assess the flood damages in flood affected area. DIPRO

 

Rijiju apprised of flood situation in state

NEW DELHI, Aug 27: A delegation of Arunachal Pradesh including Home Minister Tanga Byaling, PHE Minister Takam Tagar (Pario), Parliamentary Secretary Likha Saaya and two other senior leaders called on Union Minister of State for Home Affairs Kiren Rijiju at New Delhi today and apprised him of the devastation caused due to heavy rains and floods. They also discussed on important issues related to security and financial assistance.

Initiating discussion on law and order problems in the state, they requested for special package for modernization of Police force in Arunachal.

While pointing out the effect of mass migration of the people of boarder areas in urban areas especially to capital complex, they sought special attention from the Centre for solution to this migration problem. Minister Byaling and other legislators also pleaded that since Arunachal Pradesh is a border state, the  entire state should be covered under Border Area Development Programme (BADP).

Assuring the visiting state delegation of all possible assistance to state, Rijiju said that he would take up the matters with PM Narendra Modi and pursue him with missionary zeal.

 

 

Flood-hit Namsai limping back to normalcy

ITANAGAR, Aug 27: As water begins to recede, life is taking slow steps towards normalcy in flood hit villages of Namsai district.

The people have started returning to their homes from the relief camps. They have also started the process of repairing and rebuilding their houses that were either submerged or damaged by flood.

The district administration is taking all steps for quick rehabilitation of those flood affected families of Kherbari and Lower Silatoo villages, whose dwelling houses were completely washed by Nao Dihing River.

The District Administration has instructed all concern officers to complete the assessment of properties lost or damaged in the flood so that relief can be provided to the victims timely.  

Steps are also being taken to deal with post-flood situation and health department has been instructed to go the affected areas to provide medication as per need, informed Namsai Deputy Commissioner.

Drugs abuse and alcoholism among youths causes concern

ZIRO, Aug 27: Apatani Youth Association (AYA) today convened a meeting with all the NGOs of Apatani community to discuss the issue of increasing use of drugs and alcoholism among youngsters.

Participating in the meeting, Lower Subansiri Deputy Commissioner Krishna Mohan Uppu has expressed serious concern over increasing use of drugs and alcoholism among the youngsters which needs to be addressed urgently.

“Most of the successful persons of the community were the products of Govt. Hr. Sec. School, Ziro. They were not influenced by drugs and alcohol during their student life. But the scenario has drastically changed in the last 20 years. The values of the society have been degrading day by day with increased use of drug and consumption of liquor by the youngsters. It is also the responsibility of the teachers in school to guide the children towards right direction.”

He also felt that setting up of drug rehabilitation cum counseling centre will help contain the situation for which he asked the NGOs to initiate in this regard. He also suggested bazaar committees to restrict the selling of substances which are used as drugs.

Later, talking to this reporter, AYA president Takung Chatung said that outcome of the meeting was very fruitful with some important resolutions that include NGOs and civil society to extend full support and cooperation with the district administration in nabbing drug peddlers of the area, to conduct awareness camp especially for youngsters on drugs and alcoholism etc. Stringent action will be initiated against the violator(s) of any of the resolutions with appropriate court of law as well as customary laws, he warned.

He appealed to drug peddlers and users not to destroy the society.

As many as 89 participants representing 23 NGOs, members from political parties and religious leaders took part in the meeting.

 

 

Committee calls for effective monitoring of MDM schemes at circle and block levels

BOMDILA, Aug 27: A meeting of the District Level Steering-cum-Monitoring Committee on Cooked Mid-day Meal Programme was held here in DC’s conference hall today.

While presenting the status of MDM during the  financial years 2013-14 and 2014-15 of the district through a power point presentation, District Project coordinator (MDM) informed that during the financial year 2013-14 15 8.03mt rice for Primary and 104.81mt rice for Upper Primary have been drawn and disbursed to 186 Primary and Upper Primary Schools covering 10359 children under MDM. 140 Kitchen-sheds were constructed and proposal has been placed for construction of kitchen-shed in remaining schools also. Some of the Kitchen-sheds constructed earlier were in dilapidated condition and proposal for repair and maintenance has also been submitted to the Government. Proposal for Gas based Cooking is also submitted to the Government for 37 schools.

During the course of the meeting the ZPM Nafra lamented that there is a lack of coordination between Panchayati Raj Institution and Department of Education. He asked the DDSE and the officials of Education department to be more transparent and involve the Panchayat Raj Members at all levels to ensure proper implementation of all schemes under the Department of Education.

Taking note of the various points discussed during the meeting, the Deputy Commissioner, categorically stated that effective Monitoring and Supervision should be held at Circle and Block Levels by the PRI Members and the Block Education Officers. Wherever necessary, any matter requiring attention should be brought to the notice of the Administrative Officers and to him, for redressal. He also emphasized on the need to form a Sub-Divisional and Block Level Committees for monitoring the scheme, and directed the DDSE to obtain timely feedbacks from the schools.  He also said that the hygienic aspects of the MDM should not be compromised at any cost and directed the Block Education Officers to activate the BRCs and CRCs under SSA to ensure this. For delivering the rice to the schools in areas which are inaccessible, the DC assured that measures would be taken to use the ALCs for that purpose. However, he also asked the DDSE and the PRI Members to ensure lifting of MDM rice and conveying them to the schools.

The non-availability of Drinking Water Facility and Toilets in the school was also discussed. The Executive Engineer (PHED) informed that Data with regard to the Toilets constructed by PHE Department has been already submitted to the DDSE and further suggested the DDSE to submit the detail report of availability of Drinking Water Facility in the Schools to the Department for further action. The DC instructed all the BEOs to submit the detailed report of Drinking Water Facility and Toilet Facility in the schools to the District authority within 15 days.

To ensure regular cooked MDM, the issue of honorarium of Cooks was also discussed. Since it is the prerogative of the Government, the Deputy Commissioner asked the PRI Members and the DDSE to explore alternate means so that cooked MDM can be provided daily in the schools.

The DC also informed that in an earlier meeting held on July 22 with the Army, GREF, and other Private Companies in the District, with the department of Education it was decided that these establishments and companies would adopt some schools in the district under CSR Programme.  A better coordination amongst all the establishments was emphasized.

Deputy Commissioner also urged upon all the stake-holders to work in coordination for a better future of the district. He also stated that providing education must be taken as a social obligation by all, and Mid-day Meal is a noble scheme which prevents drop-outs from the schools. Hence all must have a responsibility towards ensuring successful implementation of the scheme.  The meeting was attended by ZPMs and Education Officers. DIPRO

 

 

Sudden deafness should be considered as medical emergency

Sudden deafness is a rapid loss of hearing that has developed over a period of hours or few days. Sudden deafness is also called sudden sensorineural hearing loss (SNHL) or nerve deafness. The hearing loss may be partial or complete. Mostly it affects one side of the ear. It may be associated with ringing sound in the ear (Tinnitus) with or without temporary spells of giddiness.

Most of the time sudden deafness is noticed when  a  person wake up early in the morning or while trying to use phone in affected ear. Most often the  cause of sudden deafness is obscure, in which case it is called idiopathic sudden spontaneous sensorineural hearing loss (ISSNHL). The common causes of sudden deafness are viral infections, head injury, blood circulation problems in ear, medicine that damage the hair cells of ear (Ototoxic drugs), noise trauma,  autoimmune diseases, diabetes, cancers and psychogenic  etc.

The medicines that causes sudden deafness are antibiotics like streptomycin (also use in TB), gentamycine, amikacine etc, antimalarial drugs like quinine and chloroquine, pain killers like Ibuprofen, anticancer medicines like cisplatine, carboplatine, the diuretic like Furosemide  the  medicine use in kidney and heart diseases , antithyroid drugs like Propyl thiouracil, antihypertensive drugs like propranolol and some chemicals like marijuana, tobacco, alcohol and  carbon monoxide poisoning.

Sudden hearing loss due to noise trauma is common amongst iron and coppersmiths, artillery men and person working in high noise areas like train station, air ports, factories etc.

Sudden hearing loss should be considered as medical emergency because delayed in diagnosis and treatment may decrease the effectiveness of treatment. Therefore, anyone who experiences the sudden deafness should visit immediately to a nearest doctor as early as possible. The first week is the critical period to save the ear from permanent deafness.

The management of sudden deafness consists of investigation and treatment. The basic test like Audiogram is mandatory to asses the degree of hearing loss. If the hearing loss is below 40 decibels no medical treatment is required due to high chance of spontaneous recovery. If the hearing loss is worse or more than 40 decibel, Steroid injection like methylprednisonlone 1gm intravenouly for three consecutive days followed by Oral Prednisolone 1mg per kg body weight  per day for 3 weeks is recommended. The above treatment is  initiated only  when the patient reported within  first  week. If the patient reported after one week chance of recovery is very poor with the treatment and  only oral steroid is advised. If the person comes within 1-2 months   intratympanic injection  ie  injection of steroids inside the middle ear is recommended.

Fortunately half of the patient in the sudden deafness recovers within 15 days. Chance of recovery is poor after 1 month of onset. Severe hearing loss associated with ringing sound and giddiness have poor chance of recovery. Younger person with mild to moderate hearing loss has better chance of recovery.

In Arunachal Pradesh sudden deafness due to drug induced (ototoxic )  are being reported in various parts of the state. The injections used to treat Tuberculosis (TB), quinine drip used in malaria treatment and chemotheraphy in cancer are common causes of drug induced sudden deafness reported in Arunachal Pradesh. Many cases are not reported or late reported due to lack of awareness. Therefore TB, Malarial and Cancer chemotheraphy should be done under constant supervision by the experts and ENT consultation and audiometry in time to time is essential to monitor the hearing status of the patient during the course of treatment. If in case the Otoxicity sets in during the course of treatment, the offended drugs should be withdrawn from the treatment course and required modification should be done accordingly.

The successful outcomes of the treatment of sudden deafness mainly  depends on  early identification of the deafness and  prompt  initiation of treatment. Therefore, to save the ear from permanent deafness the sudden sensorineural deafness should be considered as medical emergency by the affected person, attending doctors  as well as by the  general public. A literary giant and a humanitarian

Dear Editor,

Though there lies no dearth of great and highly successful authors, actors, singers, cricketers, physicians or technocrats in India; but how many of them can qualify as a true and ideal human being?

But the recently departed Kannada literary giant U.R.Ananthamurthy indeed belonged to that almost extinct and endangered species in India who are not only humanity-personified; but also rooted to their own culture and utilise the God-given intellect instead of mortgaging their brains to the media or the so-called mainstream.

When promoting a certain politician — despite his supreme failure in preventing rabid pogrom or improving the disastrous record of his state in all Indexes of Human Development —-  to the status of “superhuman” or “demi-God” became the “in-thing” throughout the length and breath of India; Ananthamurthy simply refused to join the bandwagon and preferred to call the spade the spade. In the dictionary of the great Kannadiga; Humanity used to reign supreme over all modes of rhetoric, antics, communal politics, successive electoral success, industrialisation and “economic boom”.

But the great humanitarian also didn’t discard his cultural roots despite his nationalistic and international mindset. Rightly had he demanded proper honour and respect for his mother tongue Kannada on the soil of Karnataka. Never can that community or region survive or prosper which do not establish its indigenous language and culture in the highest pedestal.

With each passing day, the multi-lingual, multi-religious democratic heterogeneous India is coming under the menacing grip of a philistine lot who are of the dark medieval belief that this diverse land is nothing but a colony of a certain religious and linguistic group. The evil forces are zealously trying their utmost to establish a Hindu and Hindi empire in the country where all non-Hindu groups will remain subjugated under the major religious community and all non-Hindi languages consigned to oblivion. In this highly pathetic and parochial environment which has engulfed the country; the true, upright, sane and liberal human being in U.R.Ananthamurthy, not only pride of Karnataka, but India as well, will indeed be missed each and every moment.

Stop chalta hain attitude

Dear Editor,

Due to blockage of drain, dumping of house waste, construction materials along the road side leads to choking of drain, by which rain water overflow into the surface and scour the pavement. Before complaining about the bad conditions of road, one need to introspect as we all are contributing some forms of obstruction in maintaining the road. Hill side drain along the hill road is indispensable. Major cause of damage is due to choking of drain and cross drainage structure like hume pipe, slab culverts which leads to water flowing over the carpeted surface, eroding the layers of pavement. NH, State highway, major district roads, sectoral roads are facing the same problems.

Landslide due to rain cannot be prevented but timely clearance will prevent further damage.

State government is almost zero revenue generating and most of the roads projects  are funded by Central govt. Fund provided by Centre is one time for full implementation of project and assets created from the same is to be maintained by State government itself.  

Central Govt may be requested to keep provision for maintenance of asset created by their assistance as suggested by Chief  Minister of Arunachal Pradesh at recently concluded meeting chaired by DoNER Minister in Guwahati.

As suggested by Chief Minister published on Aug 24, an alternative to sinking zone at Karsingsa is very much needed as State Capital is facing same problem annually during the monsoon and huge fund is being spent on the same stretch.

How can a state like Arunachal Pradesh take up new projects if one is spending huge on restoration of same stretch (sinking zone at Karsingsa) annually? Concerned department needs to re-align the route or otherwise go for new one to avoid such expensive route.

Why are department concerned not suggesting any alternative route? Chief Minister himself is like a technocrat now suggesting for change seeing the recurrence of same problem.

 A yardstick like two mazdoor for every 10.00 KM under each Sub-Division for side drain, jungle clearance, filling of rain cuts, can be adopted for tackling monsoon effect as it is an annual feature.

Nobody can stop it from coming but its effect can be reduced to some extent by engaging departmental labour on the basis of road network that State has.

At least tools and plants in form of one excavator with operator and Tipper with driver each should be provided to the Division office for meeting up the unforeseen happening.

Also, appeal to denizens of twin townships not to go for rampant earth cutting without taking permission from authority concerned. One thinks that if plot is owned by him than there is no need to take permission for doing anything in his plot but in doing so surrounding get affected.

We need to think beyond our personal issues as the consequences affect all. “Chalta hai” attitude should be thrown out.

Restore the lost glory

Dear Editor,

Through your esteemed daily, first of all I would like to highlight about the Jawahar Navodya Vidyalaya Seppa which was established in 1987. I believe that JNV Seppa is common property of entire East Kameng particularly and Arunachal as a whole.  It is an institution which had given equal opportunity without discrimination to all sections of the society.  Maximum numbers of officers of East Kameng are the product of JNV Seppa.

But since 2003, the condition has changed and deteriorated.

As an alumnus of that institution, I had contacted principal JNV Seppa, DDSE Seppa and All East Kameng Student Union to take preventive methods in order to revive the past glory of JNV Seppa.

The decision to impose blanket bans on use mobile phones and trespassing by public are welcome change.

The joint effort of all will help revive the past glory of JNV Seppa.

Fraudsters prowling in Arunachal

In recent days numerous fraud cases is being reported from various parts of state. Many citizens are becoming victim of such fraud case and are losing their hard earned money. In a latest incident, recently a person having account in Doimukh branch of SBI, was duped of Rs.36, 000 after a fake caller tricked him into divulging the details of his debit card. Off late the reports of duping by fraud infrastructure companies have been making headlines in local dailies.

Thousands of investors of Genex Infra Project Limited recently lost their money when company went bankrupt and could not pay back the money. Arunachal police has managed to arrest Chief Managing Director (CMD) of Genex Infra Project Limited Tapan Dutta. He is currently lodged in a jail at Aalo town but investors have not been able to recover their money. Law enforcing agencies should keep a tap on these fraudsters who prowl in Arunachal and dupe the innocent citizens. The people also have to be vigil and stop becoming victim to fraudsters.
